There was a project using balloons by some guys i know in brussels but the project was much more expensive, here are the links:

A helicopter like you plan to build must draw a lot of current and your battery wont last long. you cant do much forest surveillance with 10min flight time.

Of course I know nothing about this field, but an approach like this(http://soaring.goosetechnologies.com/) would make more sense to me at least.
